Why are FRA & ECR done together?

Has it always been that you have to do both ECR & FRA to pass?
I personally favour FRA over ECR and I expect I'm not in the minority. I would love to do level 4 FRA and all the ohter bits that go with it but I don't want to be forced to do ECR as well. I guess it's the AAT's way of giving you the full package but I would just like to have a choice even if the fees were around £300 for FRA as a stand-alone course.
Level 3 completes in June:thumbup:
