Another Maths related question!

I got the following question on a Mock exam and the wording really confused me;
The total number of units of finished goods of 624,000 showed a 4% increase over the budget for the year. Calculate the total budget for numbers of units of finished goods for the year.
It says the answer is 600,000 but I got something different. What exactly is it asking me to do?

    If you have a 4% increase over budget, you have 104% of the budgeted figure, and the question wants to know what the original budgeted figure (ie 100%) was.

    624k x 100/104 = 600k.
