For the written email answer

I am preparing the management accounting: budget level 4 exam. But i have one question, for the written email question, All the answers format is not email format, only answer the content of the email.

So does it mean that we only need give the email content for the email question, and do not need to write the answer in email format (with beginning "hello, with ending " Best....")?

Does anybody know it, for the right answer format of the email question?
