Can I apply for MAAT before completed level 4?

I am currently full time student, studying Accounting and Finance at Middlesex University and still have 3 more exam to finish AAT Level 4.The same time I got 3 yrs experience as an accountant. So my question is I would like to set up my business as an advisor or an agent to do my friends and relatives files. What I need to know is, can I apply to be MAAT just by having some of level 4. Or just to get authorisation from AAT to run my business. My plan to finish all exam in 4 months.
I just sent an e-mail to AAT but they are closed until 2 January.

    I think you will find that to apply for MAAT you need to have completed level 4. You also need to prove work experience and obtain a professional reference... unless it has changed from when I applied! Good luck :)
