ok this can take some getting to grips with.
Basically an invitation to treat is an advert: a shop window sign, an advert in a paper etc.
An offer has to be identifiable. That is, to a specific person or entity. You cannot make an offer to the whole world. (although there are some exceptions such as Carbolic smoke company but I won't go into that!)

Also goods on a shop shelf are an 'Invitation to Treat'.
