Help needed

I have done the Kings Ltd practice exam 1 for PEV out of Osbourne books. It is question 1.1 (d) (iii) I am stuck on.

It is regarding the usefulness of the fixed overhead variances to the production manager. I can't decide if they are his repsonsibility. I think they are because he can influence direct labour hours. I am very confused though.

I know you can get the answers on the msn group but I don't want the whole answers as that's cheating and I wont learn anything (I can't get on it anyway). So some guidance on just this point would be great thanks as its really annoying me.
