Identity checks - another problem!

I really seem to be picking the awkward ones at the moment.

Went to see an old boy today who doesnt drive or have a passport :shock:

He has nothing with his photograph on it - address, done that no probs, but identity .....

Anything I can do - or do I just accept it as is?
