Could anyone tell me why on task 2.1 it is 20,000 x 9 to get the maintenance costs for the flexi budget?

The data states that for each £20,000 spent on maintenance, 10,000 yorkers can be produced. The actual yorkers produced is 85,000 so for 80,000 of these the maintence cost is (8 x £20,000 = £160,000). This stills leaves 5,000 units. The question states that upto 10,000 yorkers for £20,000 which means that the 5,000 yorkers left also cost £20,000 therefore the total maintenance cost for 85,000 actual units is £160,000 + £20,000 = £180,000.
