VAT Registration on Film Crew Working Abroad

I have a couple of new clients, who runs a small partnership making films for companies such as National Geographic and the BBC working in Kenya and such places. As their work is outside the EU, should they be thinking about registering for VAT or can they opt not to because their work is outside the EU?
