Can I Take my Technician Level Exams even though........

I haven't done my intermediate skills tests?

The reason I am asking is that I am not working at the moment so my previous line manager has agreed to oversee my skills tests but, unfortunately, she is off work at the moment due to compassionate leave and I don't know when she will be returning. Can I start studying for the Technician level exams so that I have something to be getting on with?

Thanks for any advice given. :)
