Here is a definition in the context of regulated utility such as a privatised electricity supplier:-
Target standards: Technical characteristics of the product (including service penetration and reliability levels) set by the regulator. These objectives might be set in collaboration with customers and suppliers to ensure that the incremental benefits equal the incremental costs of compliance.

Is your query in relation to one of the technician units?

    Hi Sandy

Thanks for your reply in the chief assessors report for Dec 2006 MAC it says students need to ensure that they are able to explain the different types of standards (ideal, target, attainable and basic), particularly as they can expect to be asked similar questions in the future exams.I cant find any information on target standards.

I've looked up the examiner's report where you got this from.
My answer is: I'm not sure precisely what target standards are.

    Standards are effectively targets, so:
An ideal standard may be considered as a long-term target and used for long-term development purposes.
You may do a little of this as you work towards your exam looking at past questions and aiming for a perfect answer in a limited time period
As you are probably well aware such standards are the best possible so you can only find adverse variances.
An attainable standard provides a tough but realistic targetand is normally the type tested in exams.
A basic standard is a target of a sort, but unlike the other two standards it is not a useful point of comparison.

Here is the paragraph Olivia was refering to:-
          Task 1.4
Candidates were asked to explain ‘ideal standard’ and how its use affects motivation. Most students
struggled with this concept, probably due to the lack of coverage in their studies. Students need to
ensure that they are able to explain the different types of standards (ideal, target, attainable and basic),
particularly as they can expect to be asked similar questions in future exams.

I got this definition from a colleague

Target – these are standards which are currently not achievable but which management is targeting for achievement in the near future.
