Is there a time limit for registering a partnership with HMRC without incurring a penalty??

    I don't think there is no.

    What I have done before is make sure all partners are registered self-employed using http://www.hmrc.gov.uk/forms/cwf1.pdf (i'm sure you've used this before).

    Complete the 64-8 for each partner and on the new style form you can indicate that it is a partnership and 'hopefully' they will issue a partnership tax reference number.

    As long as the return is in on time and any tax due is paid there will be no problem.
