Care in the community

I would be interested to hear if any one has an opinion on what happened to me last week.
Last Sunday, about 9am I heard a tremendous thudding on my front door, when I opened it I saw a woman, early sixties, walking away from my house. She lives nearby in council accomodation. This property has 4 flats which used to house elderly people, now there is only one old lady left and the other three flats are home to other council tenants.
When I asked her what she knocked for, I was standing quite close to her and WHAM she punched me in the mouth, splitting my lip, then started screaming obscenities, making death threats and then continued punching and kicking me. At no time did I raise my hand to her, but I did tell her I would phone the police. A young lad, 20ish, turned into the road carrying a bag of rubbish which she had just thrown over the fence into his garden. Apparantly she had spent all night shouting obscenities at him and he had now had enough. He called the police and they ended up kicking her front door in, taking her off to the nick. The police officer later told me she had been taken to the Mental Hospital. This woman seems to have a long history of mental illness and violence. I have written to the council asking why someone like that has been housed among a mixed community including vulnerable elderly people and young families and they said because she was top of the list when the property near us became available.
I am aghast that our rights to peace and security have not been considered. I dont want a witch hunt but if I had been aware that this woman was like that, I would not have approached her.
Her rights to privacy appear to take precedence over my rights to live unmolested. The council are now investigating but I know that the reason she moved to my road was because she attacked her neighbours where she lived before. Am I naive to think that the Council should consider all the residents in their area not just council tenants?
Ah well, we will see what happens. The police have told me that she will probably just stay in hospital for a while and then come home. No court appearance, no fine, no repercussions.

If she is mentally ill, then a court appearance or fine wouldn't help her or you.

It's unfair on you both to be in this position.

Mental health is a terrible problem to address, but care in the community doesn't always seem to work.
