Can someone please help. If a new building is being constructed, what do charges for utility connections come under?

Hi there

I would have thought that the utility connection costs would be capitalised because they are costs associated with bringing the asset into use.

But I could be wrong............................. (I am sure someone will tell me if I am).:001_unsure:
