Help with fraud - unit 10 vat system

Hi there,
I am currently doing project 10, and I chose to do it about my managerial position within the VAT department at my place of work (completing VAT returns for customers). So far I have identified staff training issues, system issues, possible system failure, staff moral.

1. Struggling a bit with the fraud section. Am I meant to talk about fraud from customers to VAT department or by staff to the VAT department?

2. How long should the section "Terms of reference" be?

3. Do I NEED a SWOT analysis? Does anyone have a rough idea of what this would look like?
