Sadly, I have to agree with you here. I go around a lot of employers, both public and private sector and I am often saddened to find that whilst their bosses would never dream of allowing unqualified staff anywhere near the accounts or personnel they seem perfectly happy to do so for payroll.
Yes, being qualified does make you more employable and employers often, once they get over the surprise of finding someone qualified, will make more effort to keep you as well.
It is a shame you cant make it mandatory.

True enough , we do payroll support for about 60 customers. These vary from the completely clueless, what ever the computer gives them they accept. These people ring once a week and you are basically telling them how to do their jobs.The most common questions are how does directors NI work, someone left, payments to employees who have already left. Pensions are a huge mystery as well. Most customers are ok but the on line filing and eoy return is a great leveller. Even the best users have problems with this but I think its more an IT phobia than anything. Some of the biggest companies are amazingly slap dash with it given its a companies biggest cost.0

No surprise there then!
Time served payroll practitioners are still worth their weight in gold but I still favour qualifications every time. There is a depth of skills and knowledge in a qualified payroll person which you can never get from experience.
Why is it that there are still so many companys around who continue to think that payroll is something you can do on the back of an envelop and by pressing a couple of buttons? It affects all levels of organsiations because i did a review for a high street store a few years ago and had the unhappy task of telling them that if they did not buck their ideas up the Revenue were likely to come in a walk away with nearly £2m! And I could prove the figures.
Even small companys can get hit bigtime when they have such a cavalier attitude to the task.
