HMRC - Bless 'em!

A client brought me a letter he received from HMRC asking what he had been doing since his employment finished just over 2 years ago. My client has submitted two Tax Returns in that time. When I telephoned them, they noticed that they hadn't been talking to each other!?, but not to worry they would sort the records out.
Are there people employed to send out totally unnecessary letters? Or perhaps it is a special department?
