Can someone explain what it means when inflation should be running at 2% does this mean it should increase by 2% each month or 2% each year?

I think it's for a year - I quote this report http://www.statistics.gov.uk/pdfdir/cpi1008.pdf where it says:
"In the year to September, the
consumer prices index (CPI)
rose by 5.2 per cent, up from
4.7 per cent in August."
