Market Traders Rent - VAT Question

I have a new client who is a market trader. They receive bills from the local council for their market stall, but are under the impression that this does not include VAT. I am sure it does. Any comments welcome!

    This is a muddled area in my experience:

    My employers rent a warehouse on an industrial estate from the estate owners and we pay VAT on the rent.

    We also used to rent a small unit on a local farm, which was VAT registered but this was zero rated.....

    I suspect you may need to refer to the rent agreement/contract or call the council in question.
