After becoming an Accounting Technician, what is the procedure that one must follow to gain chartered accountant status?

Become fully qualified with ICAEW: the Institute of Chartered Accountants of England and Wales. (or indeed ICAS for Scotland or ICAI for Ireland)

Which is both easy to say and really hard to do. A training contract with a firm of accountants is what you need. You might also want to look at the other professional accounting bodies in the UK: ACCA, CIMA and CIPFA. Their members aren't strictly speaking Chartered Accountants, but Chartered Certified Accountants (minimal difference), Chartered Managment Accountants (more emphasis on commerce/industry) or Chartered Public Finance Accountants (more emphasis on public sector) respectively.

To become fully qualified with ICAEW, how many papers (exams or units) does one need to complete?

Since all I would be doing is reading off their website, why not take a look for yourself?
