Do you not take the the index as being :-

CURRENT PERIOD'S BASE FIGURE / BASE PERIOD FIGURE X 100

    to give you the percentage?

    Q1 2530+2530+2530= 7590/3 = Average 2530 then 2530/2530 x 100 = 100.00

    Q2 2700+2580+2605 = 7885/3 = Average 2628 then 2530/2628 x 100 = 96.27

    Q3 2610+2630+2660 = 7900/3 = Average 2633 then 2530/2633 x 100 = 96.09

    Q4 2480+2690+2720 = 7890/3 = Average 2630 then 2530/2630 x 100 = 96.19

Someone else might have an alternative method but this is how it looks to me.
