Flat rented whilst on business

Hello,
I have a client who is a sole trader and doesn't claim for business use of his home in Bedfordshire but in 2008-2009 he rented a flat in London because he had a long contract for work there.
The rent was inclusive of bills, but does anyone know if he can claim all of it as he rented it specifically for accom whilst working in london, or only a portion of it?

It seems he wouldn't have needed to stay in London other than being on business there, so this would seem to pass the wholly, exclusively and necessarily test. Those are my thoughts anyway, can anyone see any reason this might not be the case?0
