VAT on petrol

Is anyone carrying out the calculations for recovering input tax on business travel? If so are you using the fuel scale charges method or have you agreed a composite rate with customs.
I use an agreed rate for my own VAT claim, currently 2p a mile but I notice that 2.7p is probably more accurate now, but I am having problems agreeing things with them for my current client and with around 35k miles a month I want to work something out for them.
Any comments on the way the fuel scale charge method works and exactly what information is needed to make it work will be most appreciated.
