Share Capital Query

Hello everyone,
I have a query, dunno if anyone can help with this.
I have a client at the moment which is a limited company by shares. There are 100 ordinary £1 shares. The two directors own 35 shares each and a separate shareholder owns 30 shares. The two directors want to invest £30k each into the company as increase share capital. If the third shareholder cannot invest £30k also, how would their shares reflect? Would their share capital in essence decrease from 30% to less than 1%? If so what veto powers would the shareholder have?
Any help would be appreciated.
