Vat Question

Hi

The company I am working for has booked hotel accommodation in Mexico through laterooms.com. I am due to be processing the payment and the document from the internet says, that the price includes vat, but that this document is not a vat invoice and and that a vat invoice would need to be obtained directly from the hotel or something similar to that.

I know that vat in Mexico is zero rated so not allowed to claim anything back.

What I am having trouble understanding is that laterooms are providing a service which should include vat so why are they not willing to provide a vat invoice.

Any advice would be greatfully received.
