Payroll in Channel Islands

Hi there,
Has anybody heard of having payroll processed by a payroll company in the channel islands as a loophole to avoid paying Employers NI?
My boss has been told that this is a regular occurance, but I am not so sure?

I can't see it working. I'm sure I read something similar recently and it was a no-go.
There may be a tax avoidance scheme like this somewhere, but I would guess only big businesses could afford to pay for it.0
