Youth football club accounts

I have been approached to review a local youth football club accounts;
1/.the annual turnover has been between 15k and 25k during the past 7 years;
they wish me to review latest set of figures.
2/.Should they be registered with HMRC even though they are a non profit making body.
3/,Would a standard income and expenditure format be sufficient.
4/.There are no assets.
Help would be appreciated.
