Hi, I am still finishing off the third level, but after talking to the aat took the personal taxation exam in the summer as there is nothin stopping you moving to the final level despite not completing the previous one. My question is what would happen if I finished level 4 without completing level 3 (of which I have oone module left), could I still become qualified?

I think you need them both to qualify, but it might be depending on the unit and it might be worth checking with the AAT.
They are giving often exemptions out, so it might be that you could get an exemption for the unit?0
