AAT Technician NVQ 4 allow me to work in Hong Kong/China ?

Hello
I have the AAT Technician NVQ 4 but I do not have any work experience. I know that there is an agreement between the AAT and the HKIAAT (Hong Kongs' AAT) that a fully qualified member of either body can be recognised for admission as a fully qualified member of the other.
But by "fully qualified" do they mean with work experience or just like me with out work experience but have completed the NVQ 4 ?
