CIS Monthly Return

When should CIS deductions be reported on the monthly CIS return? At the subcontractor's invoice date or the date the contractor makes the payment?
A client has a cash flow problem and there are some January invoices which he has not yet paid. So far they have not been included on the monthly return. I am concerned that we are at the end of the tax year and that they should be included.
Thanks for any advice.

you only ever include them on the return in the month that they're paid - don't worry if it's months between the invoice date and the payment date.0

The CIS payment statement should always be dated on the day the payment is made. Therefore that is the date you use for the monthly return.0
