Often performance measurement is narrowed down as one of three Es:
Economy - how cheaply the job is done
Efficiency - how well the job is done in terms of the inputs
(How do we do what we do?)
Effectiveness - how well we achieve what our market needs
Think of the incredibly efficient umbrella factory with 8,000 umbrella's an hour, built in an area where it rarely rains.
Sadly, too many measures are output/input based efficiency measures, when really what is needed are some effectiveness measures. (Is what we do what we should be doing?)
There is an old MCV question about a police force with super efficiency measures, but missing the point that the citizens need to be confident enough in the police to be prepared to report crimes.Sandy
