VAT on overseas Consulting

Hi Members,
This is probably really simple, but my brain today is frazzled, so just need confirmation on this. I have a client who does consulting overseas, mainly in africa, mexico. He is VAT registered. He invoices a company in the UK for the consulting he done overseas (africa, mexico). Should he charge VAT for the consultancy or is this Zero rated.
