Building a new home

Please can anyone advise on where I may get information relatiing to tax relief / government grants to help in building your own home.

A client of mine is preparing to build a new house for himself to be used as his main place of residence. He believes he can reclaim his vat spent on materials and receive certain government grants, I assume by using sustainable / energy efficient materials etc. Can anyone tell me what is available for him to claim or where I can look / ask to find out more.
