Creating and amending PDFs

Does anyone know of any software, preferably cheap or free, that can be used to fill in PDF forms (general admin not tax forms)?
I've been using PDF Escape for bits and pieces, but want something I can cut and paste into. I'm too stingy to fork out for Adobe, so any suggestions are welcome.
