Hi there, a unique learner number (ULN) is part of the new government initiative to encourage learners/students to continue training. Once you gain a recognised credit based qualification, you will have a number of credits that you can supposedly (I say this because it's not always that simple) carry forward to other forms of training or qualifications. You can apply for your ULN via a number of routes, usually if you signed up through a college/provider, they can apply on your behalf as long as they have your signed approval.
Try calling the Learning Records Service on 0845 602 2589 and they should hopefully be able to advise you further. I hope this helps.
