Lady has 2 houses:
1. Living with family
2. Rented
She is a housewife and her husband works.
This is the only income she has. Does she need a UTR for this income declaration?

I would say that if the rental income meets these de-minimus rules (which seem to be a hot topic at the moment!) - ie turnover under £10k and profit under £2.5k then as she's not got any further income she'll not have any tax to pay and therefore doesn't need to do anything at all. If the rental income exceeds the above figures then yes, she'll need a UTR (use form CWF1 to register) but won't pay tax unless the profits exceed her personal allowance.0
