Reasonable time to wait for clearance response

At the beginning of the month, I had cause to write my first professional clearance letter. All my clients to date had been startups.
I drafted the client's letter of resignation, which gave the previous accountant authority to respond to the clearance letter. After 3 weeks, I've heard nothing, but the client has received a phone call asking why they are changing accountants.
How long is reasonable to wait for a response from the previous accountant and is it worth resending the letter in case Royal Mail lost the original?
