Self Employment - Class 2 NIC & Maternity Allowance

Just want clarification,please?
Self employed female, earning below Small Earnings Exception threshold, but still paying class 2 NIC as she wants to have a baby. Helpful (????) person at HMRC couldn't tell her if she would still qualify for Maternity Allowance if she submitted a Small Earnings Exception.
I have double checked and believe that she can submit Exception and will still qualify for Maternity Allowance.
Anyone have knowledge of this who can confirm my interpretation, please?

there are only 2 rates of ma for self employed and not based on earning but not entitled if there is a certificate exemption0
