PAYE In New Zealand

Hi
Is there anyone who is an expert in payroll regarding our guy who is working in New Zealand on a temporary basis but we we are paying PAYE here in the UK and PAYE on New Zealand. I think its wrong but I cannot get hold of or speak to someone who knows the rules. Or if you know someone who I can talk to. I have spoken to HMRC twice and have been given two different answers.
