Texting reminders

I know this should wait until February but it's playing on my mind now.

When RTI kicks in I would like to have a system set up whereby once a week/month each relevant client will receive a text and/or email saying something like 'This is a reminder for you to let me know how many hours John worked last week. Please let me know by 9:00 tomorrow morning. If I've not heard anything by then I will assume he's done his usual 16 hours and process your payroll accordingly'.
Now I'm sure there must be some software on the market which you could program to do this automatically - does anyone currently use anything like this or have any recomendations or alternatives?
