Is it worth submitting a tax return just to avoid the fine and then submitting an amended return in February when all the missing info is finally obtained.

Yes - though there was a CCH article on this in November.
They suggest to tick the provisional information box - Box 20 for a personal SA
Provide the following information in the “white space” - Box 19 for a personal SA:-
- Which figures are provisional (refer to the page and box numbers)
- Why they are provisional
- The date by which actual details will be provided0 -
