To register as self Employed

What is the time period HMRC give for a new business(self employed) to register without paying any penalty? Please help me.

    As far as I'm aware it's by 5th October following the end of the tax year self-employment commenced.

    the deadline for notice of changeability is six months following the end of tax year; which is 5th of October.
