late filing penalties reduced to £nil

I cant remember what was the last tax year when a late filing penalty could be reduced to £nil if there was no tax liability. I am hoping it was 2010-11. Grateful if anyone could confirm. thanks

    yes 2011. 2012 it changed to flat £100
