ACCA/CIMA PER Procrastination

Hi All,
I have taken to the forums to obtain encouragement for my fellow colleagues. There appear to be a few PQ accountants in my company who are yet to complete their personal experience records in order to become fully qualified. Now, I believe (know) this is pure procrastination combined with busy social & work lives. Some are now approaching their deadline (4 years after completing your last exam?). Personally, I would have my PER submitted within a couple of months, if not straight away (I have already got mine to a certain extent), so I really can't understand why they don't want to be fully qualified, especially after having done all the hard work by passing the exams!
Are there any other PQ's out there who are in a similar position?
If any of you have similar experiences or words of encouragement, or even if you are as shocked as I am, please let me know; I will be showing this to my colleagues in the hope that they will complete their PERs!
