HMRC plans to release a new protocol- feedback required

HMRC have agreed to work with the professional bodies to establish a practical protocol for application throughout the department. The intention is that this will clarify the circumstances when HMRC will correspond only with the agent, or with the agent but copying in the client (or vice versa), or with just the client.

CIOT and ATT have worked together to design a membership survey to demonstrate the perceptions and expectations of as many members as possible in response to this matter. They have encouraged the other representative bodies (AAT, ACCA, ICAEW and ICAS) to participate so as to gather as much evidence as possible to back up input to HMRC.

The question of when and how it is appropriate for HMRC to make direct contact with a represented taxpayer is a very important one for all of us and your feedback is very much appreciated.
