Apprenticeship pay

Basic facts:
I have previously done 4-5 months of an apprenticeship for my level 2 in Accounting.
I have just started an apprenticeship for my level 3.
I am 19 in February.
I am currently receiving £2.73 NMW
I obviously want my wage to go up when I hit 19 but my employer says that even though i'm not in my first year of the qualification, i'm in my first year of being with this company, so it stays at £2.73.
If that is acurate then does the fact i've done a few months of apprenticeship in the same field make any difference?
