Can somebody please tell me who is responsible for ensuring that the accounting system is updated if external regulations changes. I google it but could not find anything. It is probably somebody in the account department. but who?

I don't think there is a specific answer. Maybe ask at your work place but I would guess it would be the manager of the accounts / finance department.
