Hi,
I am assuming you are in the construction industry, so have a look at the construction Act, it is quite long, but it may give you some idea. The first thing is have they told you what work is unsatisfactory, if not email them requesting details of what work is not up to standard, offer a site meeting with them to resolve so you can get paid, this sounds like delaying tactics, so they don't have to pay. Make sure you document everything. And if you do have to return to do snagging, type up a list, go round with them to make sure they are happy and get them to sign it off.
Let me know how it goes, this so often happens in construction.1
