Budgeting Written Tasks Level 4

Hi,

I have my budgeting exam coming up and am really struggling with the written tasks,

When it asks to explaining the budgeting factor I am not sure what this is and feel like on all the questions I'm waffling not knowing what to include

Does anybody have any tips or advise?
