Unburden Rate/ Burden rate

my client asked me to calculate Unburden rate and Burden rate which he needs to bid for a US customer (my client is in service industry and rate is in relation to labour cost). i am assuming unburden rate is plain hourly rate and burden rate is when overheads are added to labour cost. however i am not sure if that is correct and if that is the case then in case of Burden rate, do oveheads added are those attributable to that particular job? can someone comment please.
